Rhode Island Concealed Carry

Rhode Island residents are required to apply for a license before concealed or open carrying a handgun anywhere within the state. To apply for a concealed carry license, applicants must complete the steps below.

  1. Fill out the Application for License to Carry a Concealed Weapon. The application form must be signed or stamped by the local Police Chief or a city hall official.
  2. Obtain 2 passport-style photos and reference letters from 3 different references (must be notarized).
  3. Complete training for concealed carry with a certified weapons instructor.
  4. Submit a full set of fingerprints on an FBI Fingerprint Application Card (FD-258).
  5. Write a letter that states the reasons for which the applicant requires a concealed carry permit.
  6. Submit all the above forms, documentation, letters, and photos to the local licensing authorities (police chief or town council) in their county.
Shall Issue State – Rhode Island is a “shall issue” state, which means that local authorities will issue concealed carry licenses to applicants as long as they are at least 21 years old, demonstrate sufficient justification for their request, and are not otherwise prohibited from owning firearms.[4]
