Committing a violation by not complying with rules or regulations put in place to protect the rights and welfare of other parties.

Landlords must use the pre-termination letter before delivering a 3-Day Notice to Quit. This gives tenants the chance to fix a material non-compliance that[1]:
- Affected the health and safety of other tenants
- Affected the condition of the rental unit or surrounding property
- Breached the rental agreement
- Breached the rules and regulations established by the landlord
