Utah Motor Vehicle Bill of Sale Form

A Utah motor vehicle bill of sale is written documentation of a transfer of vehicle ownership. Also known as Form TC-843, it is provided by the Utah State Tax Commission to record the vehicle’s information, the buyer and seller’s names, and the sale’s details. In some cases, the form will be required when registering the vehicle.
Utah Vehicle Registration (3 steps)
1. Form Requirements
The buyer should gather the following documents in preparation for titling and registration[1]:
- Certificate of Title – Completed with the seller’s signature to assign title.
- Odometer Disclosure Statement (Form TC-891) – Odometer readings are required for vehicles less than 20 years old. They can be provided on the title or this form.
- Bill of Sale
- Application for Utah Title (Form TC-656)
- Emissions Certificate – Required for vehicle registrations in Cache, Davis, Salt Lake, Utah, and Weber counties.[2] An authorized emissions inspection station provides the certificate.
- Proof of Insurance – Liability insurance coverage must meet the state’s requirements.
- Previous Registration – The vehicle’s most recent registration is required by the DMV.
2. Complete Registration
The buyer can apply for a title and registration online by uploading the required documents.[3] Titling and registration fees and taxes must be paid to complete the application.
In-person Registration – A buyer may also register and title their vehicle in person by bringing the required documents to a DMV office.
3. Apply for Temporary Permit (optional)
A temporary permit may be requested online if the buyer needs more time to complete the application (e.g., if they are waiting to receive an emissions certificate). The permit allows them to drive their vehicle while they collect the necessary documents for registration. However, incomplete applications are canceled if pending for more than 120 days.
