The North Carolina motor vehicle power of attorney (Form MVR-63) is executed by the principal (the vehicle owner or an interested buyer) to authorize another person to perform vehicle-related assignments on the principal’s behalf. The authorized person, referred to as the “attorney,” can apply for a new title for the vehicle, apply for a duplicate title, and transfer the vehicle’s title.

The authorized representative does not have to be a actual attorney, they can be any trusted individual appointed by the principal. A full description of the vehicle must be included on the form, including the make, model, year, and VIN. The representative named in the Form MVR-63 is not authorized to perform any other tasks other than those described therein.
