The document, officially called the “Bill of Sale and Odometer Disclosure Statement (Form VT 005)”, is provided by the DMV to record the vehicle’s specifics, current odometer reading, and transaction details. It is a required form for registering a vehicle sold between private parties.

Vermont Vehicle Registration (3 steps)

1. Form Requirements

The following forms are required for a vehicle’s titling and registration^[1]:

Original Title – The seller must sign the title to the buyer’s name and provide the assigned title.^[2]
Bill of Sale and Odometer Disclosure Statement – This form’s odometer reading section must be completed and signed by both parties if the vehicle is 20 years old or newer.^[3]
Vermont Registration/Tax/Title Application (Form VD-119) – Registers the buyer’s vehicle with the DMV.
Proof of Insurance – Vehicles must be insured per state requirements to be registered.^[4]

Vermont Motor Vehicle Power of Attorney – Used to transfer authority to a third party to carry out motor vehicle transitions.

2. Register at DMV

The above documents must be brought to a DMV office to register and title the vehicle. The DMV will charge the buyer a registration fee, titling fee, and taxes.

3. Inspect Vehicle

State statutes require that registered vehicles without a valid inspection sticker be inspected within 15 days of registration at a state-approved inspection station.^[5] Vehicles that are 16 years old or older must also undergo an annual OBD inspection. Inspection certificates and stickers are issued by the station for a fee.
