Washington Vehicle Registration (3 steps)

Vehicles must be transferred under the new owner’s name within 15 days to avoid fines.[1]

1. Acquire Documents

The new owner will need the following forms to register their vehicle and transfer title:

  • Original Title – Must be signed by both parties.
  • Odometer Disclosure Statement – Required only for newer vehicles.[2]
  • Vehicle Title Application (Form 420-001) – Requires notarization unless the form is signed before a WA vehicle licensing agent.
  • Bill of Sale – Must include the buyer and seller’s signatures.

2. Submit Application

To transfer the title under their name, the new owner must bring the documents to a vehicle licensing office and pay the required fees (which can be calculated on the DOL website).

3. Acquire Plates

Once the title is transferred, the new owner must obtain license plates at the vehicle licensing office (subject to fees).[3] They may also create a License eXpress account to manage renewal notices and vehicle tabs.
