A Wisconsin motor vehicle bill of sale records a private sale between a buyer and a seller involving a motor vehicle. To complete the receipt of the transaction, the seller will enter the year the vehicle was manufactured, the vehicle’s make, model, body type and VIN number, and include the purchase price. The buyer and seller will then enter their names and addresses and sign at the bottom of the form. This is not a required form for titling or registering the vehicle with the DMV, but it is useful for documenting the transaction.

Wisconsin Vehicle Registration/Titling

In order for the buyer of a privately sold vehicle to obtain legal ownership of the vehicle and be permitted to drive the vehicle in the state of Wisconsin, they will need to title and register the vehicle by completing the following steps:

  1. Receive the original title of the vehicle from the seller, which must have an odometer reading (if vehicle is less than ten (10) years old) and a lien release (if there is a lien holder listed).
  2. Visit the eMV Public System portal for vehicle titling and registration.
  3. Gather the following information/documentation:
    • Valid Wisconsin driver’s license of identification card
    • Social security number
    • Date of birth
  4. Pay the necessary registration fee, title fee, and the sales tax of 5% of the purchase price.
