Boats over 12 feet long and motorized boats of any length must be registered.^[1] Boats over 14 feet must be titled.^[2]

Newly purchased vessels (and their motors) can be titled and registered by following the steps below.^[3]

1. Obtain the following:
   • Bill of Sale – Must be signed by the buyer and seller before a notary.
   • Certificate of Title – Signed by the seller and notarized.
   • Boat Registration Application (and Outboard Motor Registration, if applicable) – Requires notarization.
   • Application for Initial Vessel Certificate of Title – Required for boats over 14 feet in length (requires notarization).
   • Hull Identification Number (HIN) – A pencil tracing of the boat’s hull number.
   • Registration and Titling Fees – Payment must be made via check or money order (payable to “State of RI – DEM”).
2. Submit the documents and payment in person to the DEM’s Foundry Offices or by mail at the address below:
